Mandatory Rent History Disclosure in New York

This petition is directed at the New York State Assembly, New York State Senate, Governor Hochul, and the New York State Division of Housing and Community Renewal (DHCR). We demand that every landlord and property manager in New York State is legally required to provide comprehensive rent history details at lease execution.
Our Demands
We call on New York State to enact legislation requiring that landlords and/or property managers of any residential unit currently or formerly subject to rent regulation provide every new tenant with:
- A complete and up-to-date copy of the unit’s rent history on file with the Division of Housing and Community Renewal (DHCR).
- Copies of all MCI Rent Increase Orders on file with DHCR that are associated with the property in which the unit is located.
- Copies of all IAI Rent Increase Notifications on file with DHCR for the unit.
- An informative pamphlet explaining:
- What the aforementioned documents are.
- How rent stabilization works in New York State.
- A comprehensive chart of all rent increase allowances set by the Rent Guidelines Board (RGB) from the year 1970 until the current year.
- How to identify potential illegal deregulation.
- What rights and remedies tenants have if a unit was illegally deregulated or if they are being overcharged.
These documents must be given to the tenant at the time of lease execution, ensuring transparency and empowering tenants to protect their rights.
Immediate Action is Critical
Lack of transparency in rent history leads to fraudulent overcharging, unjust rent increases, the loss of affordable housing stock and other forms of tenant exploitation that damage individual New Yorkers & our communities-at-large. Mandating these disclosures empowers residents with the knowledge they need to make informed decisions and protect their rights.
